How to Play Mini-politics

The goals are deliberately open-ended. Conquer every country on the map, or push every statistic to its maximum by channeling funding into ministries and departments — the choice is yours. Increasing funding for ministries and departments directly changes the statistics of negative events or the quality of their work, so where you direct resources has real consequences.

Gold is the engine behind expansion. Building more plants and factories generates more income, and the game's own advice is to start with factories from the Food Industry section at the very beginning, since those are the cheapest available. From that foundation you are able to work outward through the broader catalog of over 70 unique factories.
